Per location, the work is the same list. A Google Business Profile claimed and completed properly — precise primary category, real service area, correct hours including holidays, current photographs. Consistent name, address, and phone across the directories that still matter. A review process aimed at that location’s customers. And a page on your site for that location with something genuinely specific about it.

What genuinely does not scale. The site’s structure, the technical work, the tracking setup, and the review-request process itself are built once and serve every location. So five locations is not five times the price — it is one setup plus five times the per-location work, which is usually a much better ratio than a per-city quote implies.

Where multi-location businesses waste money. Building a location page for a borough where you have no premises. That page cannot rank in the local pack because there is nothing to rank, it competes with your real pages, and publishing an address you do not occupy is a genuine problem rather than a harmless stretch.
