Unfalsifiable: "Results take time." True, and useless without a number attached. Falsifiable version: "If enquiries have not moved by month six with tracking in place, that is a bad sign and here is what we would do about it."

The one question that does most of the work. "How would we know, at month six, that this had not worked?" A firm with a real method answers immediately and concretely. A firm without one will explain that search is a long-term investment, which is a true statement being used to make the question go away.
