Ownership and exit (suggested weight: high). Who owns the code, domain, hosting, and analytics at the end; whether there is a proprietary builder; whether your own engineers could take it over. Score this hardest if you expect to bring the site in-house.
Extensibility (high). Can pages and services be added without a redesign? This is what decides whether year two is an edit or a rebuild, and it is invisible in a demo unless you ask directly.
Measurement (high). Is conversion tracking a deliverable, configured and verified firing, with events for calls, forms, and bookings? A site nobody can evaluate cannot be improved.
Performance (medium-high). Is there a stated performance budget enforced during the build, or a promise to be fast? Ask for the mobile PageSpeed score of their last three launches — a firm with real standards can produce those numbers immediately.
Price transparency (medium). Is the price published or produced after your budget has been assessed? Score the method, not only the number.
Process and continuity (medium). Who builds it, do you talk to them, what happens if they are unavailable, and what is the support response window in writing.
Visual execution (medium, and be honest about it). It matters, and it is the criterion most likely to swamp the others if you have not fixed the weights in advance. Fixing them beforehand is precisely how you stop a strong presentation from overriding a weak ownership answer.
Score independently, then compare. If several people are deciding, have each score alone before discussing. Joint scoring converges on whoever spoke first, which is the same failure mode the scorecard was meant to remove.
