Diagnosis before quantities. Before any number of anything is committed to, someone looks at the site, the profile, the analytics, and the competitive position, and produces a ranked list of what is actually holding you back. That list determines the first month. On some sites it is entirely technical; on others nothing technical is wrong and the whole constraint is that four obvious pages do not exist.

Quantities that vary because they should. One business needs six pages and no ongoing content. Another needs no new pages and three months of redirect and consolidation work. A packaged tier cannot express either, so it delivers a blend that is wrong for both.

Work we will decline to include. Blog posts written to hit a monthly count, directory submissions to sites nobody uses, and reports generated automatically. These are in almost every package because they are cheap to produce and impossible to falsify — which is exactly why they persist.

A scope that is rewritten as things change. Once the technical work is done it does not need doing again, and the scope should move on rather than continuing to bill for a category that is finished.
